ITSC Background
The Information Technology Support Center (ITSC) was created in 1994, by USDOL in partnership with the State of Maryland’s Department of Labor, Licensing and Regulation, to promote the development of information technology (IT) enhancements and information-sharing among state unemployment insurance (UI) agencies. ITSC provides information, software tools, products and advisory services to states in support of IT systems for the UI program, to enhance efficiencies and promote the sharing and replication of successful UI models and practices. ITSC occupies a unique position in the UI arena, with knowledge of both the UI and IT domains. ITSC has developed a uniquely strong working knowledge of UI functions, UI laws, UI operational issues, and state UI automation architectures throughout the nation. This has been accomplished through ITSC’s work with USDOL and individual state UI agencies.
On September 1, 2009, the National Association of State Workforce Agencies (NASWA) became the home of the ITSC. With NASWA, ITSC continues to enhance its ability to pursue common missions to educate federal and state partners and to promote information sharing and the dissemination of effective practices among state workforce agencies. ITSC is funded by grants from USDOL’s Employment and Training Administration (ETA).
The ITSC is governed by a steering committee composed of UI directors, IT directors, state administrators and staff from the USDOL Office of Unemployment Insurance. The ITSC Steering Committee establishes the direction for ITSC and identifies projects that will benefit the UI community. ITSC’s main strategic priority is working on UI IT modernization projects under contracts from groups of states or individual states. The ITSC is dedicated to developing and advancing information technology solutions and resources that provide more accurate, cost-effective, and timely service for state UI agency staff and their customers.
